    This paper studies the periodic cyclic homology and cohomology for smooth deformations of a topological algebra \(A\) given as \(A_{J}:=C^{\infty}\left( J,X\right) \) for an interval \(J\ni0\) and an underlying complete locally convex topological vector space \(X\) equipped with a smooth family of multiplications \(\left\{ m_{t}:X\widehat{\otimes}X\rightarrow X\right\} _{t\in J}\) implementing a smooth family of algebras \(\left\{ A_{t}\right\} _{t\in J}\) with \(A_{0}=A\). For any given connection \(\nabla\) on \(A_{J}\) over \(C^{\infty}\left( J\right) \), the author defines a version of Getzler's Gauss-Manin connection \(\nabla_{\mathrm{GM}}\) on the periodic cyclic chain complex \(C_{\mathrm{per} }\left( A_{J}\right) \), which is a chain map and descends to a connection on the periodic cyclic homology \(HP_{\bullet}\left( A_{J}\right) \) as a \(C^{\infty}\left( J\right) \)-module. Via the Gauss-Manin connection, it is shown that a Banach algebra \(A\) of a finite weak bidimension, which is by definition the smallest integer \(n\) such that the Hochschild cohomology \(H^{n+1}\left( A,M^{\ast}\right) =0\) for all Banach \(A\)-bimodules \(M\), is \(HP^{\bullet}\)-rigid, i.e., for any smooth deformation \(\left\{ A_{t}\right\} _{t\in J}\) of \(A\), the periodic cyclic cohomology \(HP^{\bullet}\left( A_{t}\right) =HP^{\bullet}\left( A\right) \) for all \(t\) sufficiently close to \(0\). The Gauss-Manin connection for the canonical deformation of noncommutative tori \(\mathcal{A}_{\Theta}\) is shown to be integrable, leading to an isomorphism \(HP_{\bullet}\left( \mathcal{A}_{\Theta}\right) \cong HP_{\bullet}\left( C^{\infty}\left( \mathbb{T}^{n}\right) \right) \) via parallel translation. Furthermore, the derivatives of the Chern-Connes pairing between the periodic cyclic cohomology and \(K\)-theory is computed with the help of the dual Gauss-Manin connection in terms of a canonical basis of \(HP^{\bullet}\left( \mathcal{A}_{\Theta}\right) \).
