The author studies Dirichlet-Neumann boundary value problems on general hypersurfaces, with a Lipschitz boundary, for the Laplace-Beltrami equation, in a non-classical setting. This means that the framework is considered in Bessel potential spaces with admissible freedom in both the integrability and smoothness (\(p\) and \(s\)) orders. The main result presents a Fredholm characterization and unique solvability of the class of problems, upon certain conditions on \(p\), \(s\) and the magnitude of the angles on the boundary of the boundary value problems. The main used techniques are the local principle (which allows the consideration of simpler ``model'' boundary value problems), consequent boundary integral equations, the potential method and Mellin convolution equations in Bessel potential spaces.
