Consider a pair of regular quadratic forms over \(\mathbb{Q}\) which are in the same genus and a finite set of primes \(P\). The authors show that there is an effective way to determine a rational equivalence between these two quadratic forms which are integral over every prime in \(P\). The method is an argument by \textit{C. L. Siegel} [Am. J. Math. 63, 658--680 (1941; Zbl 0025.24702)], which is made effective. This answers a question posed by \textit{J. H. Conway} and \textit{N. J. A. Sloane} [Sphere packings, lattices and groups. 3rd ed. New York, NY: Springer (1999; Zbl 0915.52003), p. 402].
