      The authors consider partially phase-locked solutions of the Kuramoto model of sinusoidally coupled phase oscillators, in which the phases of a subset of the oscillators stay ``close'' for all time. They give two main results. The first provides a sufficient condition for the existence of a partially phase-locked solution in terms of the infimum over all subsets of oscillators of a certain function of the frequency spread in that subset. The second result requires that the natural frequencies of the oscillators be independent and identically distributed random variables, and relates to the limit of a large number of oscillators. They show that for sufficiently large coupling strength there exists, with high probability, a set of entrained oscillators. They also find deterministic upper and lower bounds on the size of the partially entrained cluster, as well as a lower bound on the order parameter. Numerical results which agree with the analysis are given.
