The paper proves some result concerning Gromov-Witten invariants of \(\mathbb{P}^{2}\) and Hirzebruch surfaces \(\mathbb{F}_{k}\), using a combinatorial language introduced by [\textit{E. Brugallé} and \textit{G. Mikhalkin}, in: Proceedings of the 15th Gökova geometry-topology conference, Gökova, Turkey, May 26--31, 2008. Cambridge, MA: International Press. 64--90 (2009; Zbl 1200.14106)]. The second sections introduces \(h\)-transversality, floor diagrams and relative \(q\)-multiplicity. The third section introduces Gromov-Witten invariants (with lambda classes) relative to two disjoint divisors. The first important result is in Section 4. The author computes all relative Gromov-Witten numbers counting (virtually) genus \(g\) curves of fixed class in a blown-up Hirzebruch surface, with prescribed contact orders along the two divisors. The main ideas of the proof are a clever induction on the contact orders and a non trivial application of the degeneracy formula of [\textit{J. Li}, J. Differ. Geom. 60, No. 2, 199--293 (2002; Zbl 1063.14069)]. In the next section, the main result is proved. That is, the complete determination of relative Gromov-Witten numbers of \(\mathbb{P}^{2}\) and \(\mathbb{F}_{k}\), expressed in terms of floor diagrams and relative \(q\)-multiplicity. The proof uses again the degeneracy formula, and a new combinatorial notation useful to deal with this type of invariants. In Section 6, the main result is rephrased in terms of Pandharipande-Thomas stable pair invariants. Section 7 shows that relative Gromov-Witten numbers of \(\mathbb{P}^{2}\) and \(\mathbb{F}_{k}\) equal their log version, which is defined in [\textit{P. Bousseau}, Invent. Math. 215, No. 1, 1--79 (2019; Zbl 07015696)]. In the last section, the author proves a conjecture of \textit{Brugallé} involving relative Gromov-Witten numbers of \(\mathbb{F}_{0}\) and \(\mathbb{F}_{2}\). The proof follows from the main result and from a degeneration argument.
