The Bass-Serre theory studies groups acting on trees. This paper develops a sort of analog of this theory for Lie algebras. Instead of action on trees, one works with graph of Lie algebras and the associated fundamental Lie algebra. The approach is cohomological, leading to Mayer-Vietoris-like exact sequences. Among many interesting outcomes of this theory, one has: \begin{itemize} \item A criterion for a Lie algebra to be free, in terms of intersections with edge Lie algebras in a graph, \item Resolution of the trivial module over a right angled Artin Lie algebras (roughly, those are Lie algebras whose relations are zero brackets determined by the edges of a graph). \item Description of the structure of one-related \(\mathbb N\)-graded Lie algebras with grading induced by a weight function, as an iterated HNN-extension of free Lie algebras. \item Conditions ensuring that an finitely-generated subalgebra is finitely presented, for various classes of Lie algebras and universal enveloping algebras. \item For an \(\mathbb N\)-graded Lie algebra such that its commutator is free, any finitely generated graded subalgebra is of homological type \(FP_\infty\). \end{itemize}
