      In this paper, a classification of strictly ergodic topological dynamical systems with measurable discrete spectrum is obtained. The following are the main results. Theorem. Let \((X,T)\) be a minimal mean equicontinuous topological dynamical system. Then the following statements are equivalent: (1) \(\pi_{\mathrm{eq}}:(X,T)\to (X_{\mathrm{eq}},T_{\mathrm{eq}})\) is almost 1-1; (2) every \(x\in X\) is frequently stable; (3) there exists at least one frequently stable point of \(x\); (4) \(\pi_{\mathrm{eq}}:(X,T)\to (X_{\mathrm{eq}},T_{\mathrm{eq}})\) is almost finite to one. Theorem. Let \((X,T)\) be a minimal topological dynamical system. Then the following statements are equivalent: (1) \((X,T)\) is diam-mean equicontinuous; (2) \((X,T)\) is Banach diam-mean equicontinuous; (3) \(\pi_{\mathrm{eq}}:X\to X_{\mathrm{eq}}\) is regular.
