    The authors study the existence of complete complete cohomogeneity one Kähler-Einstein metrics \(g\) in real dimension four under the action of the Euclidean plane group \(E(2)\). Moreover, they study local existence of Ricci flat Kähler metrics of a related type. In the first part of the paper, the authors describe a class of Kähler metrics using a set of Lie bracket relations on a given local frame and imposing the Kähler-Einstein condition as a set of (generalized) PDEs, involving directional derivatives in the frame directions. This inspired by previous work of [\textit{A. B. Aazami} and \textit{G. Maschler}, Complex Manifolds 7, 36--61 (2020; Zbl 1464.53021); Ann. Global Anal. Geom. 57, No. 1, 175--204 (2020; Zbl 1443.53041)], where a similar analysis is carried over in the context of Lorentzian 4-manifolds. More precisely, in this paper two cases are considered: the case when the Einstein constant is nonzero and a certain class of Ricci flat cases. The technical material on the derivation of the ODE and PDE systems is of independent interest and is contained in the appendix. Let us consider first the case when the Einstein constant is nonzero. In this situation, \textit{A. S. Dancer} and \textit{I. A. B. Strachan} [Math. Proc. Camb. Philos. Soc. 115, No. 3, 513--525 (1994; Zbl 0811.53046); Lect. Notes Pure Appl. Math. 169, 9--27 (1995; Zbl 0837.53052)] proved that there exist complete Kähler-Einstein metrics admitting a cohomogeneity one action of \(SU(2)\). In general, no such existence results are known for non-compact unimodular groups. The authors focus on the case of the Euclidean plane group \(E(2)\) and prove the following existence result. {Theorem A.} A cohomogeneity one \(E(2)\) manifold of real dimension four with a discrete stabilizer admits a complete Kähler-Einstein metrics, and all such solutions are classified. \noindent More precisely, the classification is given in Theorem~3. Let us now consider the Ricci-flat case. The author prove the following local existence result. {Theorem B.} There exists a Kähler Ricci-flat metric \(g\) on an open neighborhood of \(\mathbb{R}^4\) admitting a totally geodesic two-dimensional foliation whose leaves are isometric to a given leaf-metric. The dimension of the Lie algebra of Killing fields of \(g\) is at least \(2\). The precise formulation is given in Theorem~5. Besides the constructive part, the proof of this theorem contains an interesting nonexistence result of complete metrics of a certain type. More precisely, consider a two-dimensional totally geodesic foliation. Using results of Yau, the authors show that if the leaves are finitely connected and the leaf metric is not flat, it cannot be complete or even possess a completion obtained by adjoining one point to the leaf.
