    A fundamental solution of the equation of functionally graded (FG) circular planes is produced via generalization of the Michell solution for non-axisymmetric elasticity problems. FG materials are composites in which components of materials are spatially spread to get desired variations of macroscopic properties. In these materials, the mass density, the heat conductivity and elastic moduli are variable in volume. Here the FG plane is a special case of a constant Poisson's ratio material, while the elasticity modulus varies exponentially in the radial direction. The generalized form of the Frobenius method is used to solve the problem and to investigate both plane-stress and plane-strain states. The application of this solution has included circular solid or hollow FG cylinders, in which both inner and outer surfaces may possess prescribed tractions. Numerical examples and discussion are presented. For example, axisymmetric problem for a FG hollow thick-walled cylinder under internal and external pressures, and also subjected to normal and shear different loads, is investigated.
