The author defines a symmetric matrix indexed by couples of regions of an oriented link diagram and in coefficients in the polynomial ring. Starting with such matrix he constructs an invariant of oriented links establishing the invariance under Reidemeister moves. In the last section the author calculates his invariant for \(n\)-component trivial link, Hopf link, trefoil knot ant the figure-eight knot. The author casually mentions a hypothetical connection with the Tristram-Levine signature function. It would be really interesting to compare the author's invariant with other existing ones. Section 2 of the paper may be interesting for those who teaches Linear Algebra because of non-traditional approach to vectors and matrices. Although there is an ambiguity in the notations, for example \(i\in n\) on page 132. For the entire collection see [Zbl 1466.57001].
