A neural network model with a proportional delay of the type $qt$, $0<q<1$, and impulses at initially given impulsive points is considered. It is studied the very special case when the unknown function is a constant over the whole initial time interval. The generalized exponential stability is defined and studied based on the comparison principle. A local state feedback control law with bounded controller gains is designed. The effectiveness and advantages of the obtained results is demonstrated by three numerical examples.
