    The author generalizes Keel's base point free theorem for varieties in positive characteristics to the mixed characteristic context. He shows that a nef line bundle \(L\) on a scheme \(X\) which is projective over an excellent base scheme \(S\), is semiample over \(S\) if and only if \(L|_{X_{\mathbb Q}}\) and \(L|_{\mathbb E(L)}\) are also relatively semiample. Here \(X_{\mathbb Q}:=X\times _{\mathrm{Spec}\mathbb Z}\mathrm{Spec}\,\mathbb Q\) and \(\mathbb E(L)\) is the union of all closed integral subschemes \(V \subset X\) such that \(L|_V\) is not relatively big over \(S\). Many important applications of this result are discussed including results towards a base point free theorem in mixed characteristics and the existence of quotients by finite equivalence relations in mixed characteristic.
