The authors study the 3D Maxwell equations in the case when the material parameters \(\varepsilon, \mu\) change sign but do not vanish. In particular, the case of a conical tip of a material with negative dielectric constants is considered. The authors provide an appropriate framework for which the 3D Maxwell equations are well posed when \(\varepsilon\) (but not \(\mu\)) takes on certain critical values. The idea is to use weighted Sobolev spaces, and the authors show new results for scalar and potential representations of singular fields. Both electric and magnetic problems are considered.
