Fix a \(k\)-dimensional compact Alexandrov space \(X\). The general problem that the author investigates is the following: Suppose \(M\) is an \(n\)-dimensional Alexandrov space with \(k < n\) and which is \(\varepsilon\)-close to \(X\) in the Gromov-Hausdorff distance. Under which conditions on \(X\) can we then find a (generalized) fibration structure of \(M\) over \(X\)? A result of Perelman from 1997 states the following: Suppose \(X\) has no proper extremal subsets. Then for every integer \(j\) exists an \(\varepsilon\) such that if \(M\) is \(\varepsilon\)-close to \(X\) then \(M\) admits a structure of a Serre fibration over \(X\) in a certain weak sense and such that for any regular fiber \(F\) in \(M\) we have \(\pi_i(M,F) \cong \pi_i(X)\) for all \(i \le j\). The main result of the author removes the dependence of \(\varepsilon\) on \(j\). Concretely, the statement now is that if \(\varepsilon\) is small enough, then \(M\) admits a structure of a Serre fibration over \(X\) in a certain weak sense and such that for any regular fiber \(F\) in \(M\) we have \(\pi_i(M,F) \cong \pi_i(X)\) for all \(i\).
