The paper under review studies the fluid model in which fluid flows into the buffer at a rate \(\lambda\) at time \(t\). There are two states in the buffer, denoted by \( I(t) = 0, 1\), which mean that the buffer is in off or on state, respectively. The two states appear alternately and follow the exponential distributions with parameter \(\theta_i\), \( i = 0, 1\), respectively. When the buffer is in off state, the system is closed and the outflow rate of the system is 0. When the buffer is in the state of on, the outflow rate of the system is \(\mu\) \((\mu > 0)\). The sojourn times at these two different states are assumed to be mutually independent. With given utility functions such as an expected average social profit, and an individual expected profit, the equilibrium strategies are characterized under both the fully unobservable case and the partially observable case.
