    Arnold has introduced two integer-valued functions \(J^+\) and \(J^-\) which are called Arnold basic invariants. In an earlier paper, [Indiana Univ. Math. J. 64, No. 5, 1343--1357 (2015; Zbl 1330.57034)], \textit{K. Hayano} and \textit{N. Ito} have studied the function \(J^+\). More specifically, given an integer \(r\) and an even integer \(j^+\), the authors constructed an infinite family of pairwise inequivalent plane curves \(\{ C_\lambda \mid \lambda \in \mathbb{N} \}\) such that the rotation number of \(C_\lambda\) is equal to \(r\) and the Arnold invariant \(J^+(C_\lambda)\) is equal to \(j^+\). This paper is a sequel of the earlier paper, and the authors study plane curves with a base point and obtain a similar result. The rotation number and the Arnold invariants can be extended to pointed plane curves. Given a non-negative integer \(r\) and an integer \(j^+\), the authors find an infinite family of pairwise inequivalent pointed plane curves whose rotation number is simultaneously \(r\) and whose Arnold invariant is simultaneously \(j^+\).
