    Some main topological structures such as vector bundles and covering spaces are defined in terms of local conditions; and classification theorems for such structures are often formulated in cohomological terms. In this paper, a stability version of the well known classification of \(G\)-covering spaces of a complex \(X\) by the first cohomology set \(H^1(X; G)\) is established. The authors provide a connection between the average local deviation of a map from a covering map, its proximity to a genuine covering map, and its first expansion constant. The main technical result of this paper gives a lower bound on the 1-expansion of the geometric lattices over an arbitrary group \(G\), with an application to expansion and cover-stability of the spherical building \(A_3(\mathbb{F}_3)\). In the subsections, some combinatorial and topological concepts are given, a deficiency of a simplicial map, a notion that serves as a measure of the local failure of the map to be a covering map is given and the results are stated. In the following sections the proofs of the main results are provided.
