In this paper, the authors computed the first and second variation formula for the Chern scalar curvature map on a compact Hermitian manifold. As applications, they studied the linearization stability of the Chern scalar curvature map. The motivation for this work is to develop a general theory parallel to that of Kazdan-Warner for the Riemannian scalar curvature. The main results are as follows (the notations are self-explanatory): \textbf{Theorem A.} Let \(g\in \mathcal{M}_H\), set \(\lambda:=\mathrm{scal}^{Ch}(g)\in C^\infty(M,\mathbb{R})\) and assume that either \(g\) is not first Chern-Einstein with \(\frac{\lambda}{m}<d^*\vartheta\), where \(m\) is the complex dimension of \(M\) and \(\vartheta\) is the torsion 1-form. Then the function \(\mathrm{scal}^{Ch}: \mathcal{M}_H\to C^\infty(M,\mathbb{R})\) is linearization stable at \(g\) and maps any neighborhood of \(g\) onto a neighborhood of \(\lambda\). \textbf{Theorem B.} Let \(\lambda\in C^\infty(M,\mathbb{R})\) and assume that \(\mathcal{M}_H(\lambda)\) is not empty. If either \((M, J)\) is non-Kählerian and \(c_1^{BC}(M,J)\neq 0\), or \((M, J)\) is Kählerian and \(c_1(M,J)\) has no sign, then \(\mathcal{M}_H(\lambda)\) is a closed smooth ILH-submanifold of \(\mathcal{M}_H\) with tangent space \(T_g\mathcal{M}_H(\lambda)=\ker(\mathrm{scal}^{Ch})'_g\) at \(g\in\mathcal{M}_H\). \textbf{Theorem C.} Let \(g_0\) be a Kähler-Einstein metric with positive scalar curvature. If \((M, g_0)\) admits global non-trivial Killing vector fields, then \(\mathrm{scal}^{Ch}\) is linearization unstable at \(g_0\).
