As stated in the paper, the author ``describes a new type of approximation of scalar conservation laws with properties distinct from the well-known viscosity approximation of Kruzhkov, kinetic relaxation approximation of Brenier and Giga and Miyakawa, or semi-linear relaxation of Katsoulakis and Tzavaras. In this approximation, large shocks propagate as sharp profiles (not smoothed) with velocities approximately verifying Rankine-Hugoniot conditions, while the entropy balance controls small-scale oscillations.'' This is made possible through the kinetic representation approach, albeit with a kinetic function differing on a small $\varepsilon$-scale.
