    The authors prove two-sided bounds for the fundamental solution of integro-differential operators of order \(\alpha\in (0,2)\) with bounded measurable coefficients, that generate non-degenerate non-isotropic Lévy stable \(d\)-dimensional processes. For the corresponding Dirichlet form, the jumping measure is singular with respect to \(d\)-dimensional Lebesgue measure.
