The moduli spaces \(M_{K^2, \chi}\) classifying canonical models of surfaces of general type were constructed by Gieseker via Geometric Invariant Theory, and there is a modular compactification \(\overline{M}_{K^2, \chi}\), the moduli space of stable surfaces, due mainly to work of Kollár, Shepherd-Barron, and Alexeev. In this paper, the authors classify normal stable surfaces with \(K_X^2=1, p_g = 2\) and \(q=0\) with a unique singular point which is a non-canonical \(T\)-singularity. \(T\)-singularities are precisely the quotient singularities that can occur in the closure of the moduli of surfaces of general type \(M_{K^2, \chi}\). The authors show that a possible unique non-canonical \(T\)-singularity is either \(\frac{1}{4d}(1, 2d-1) (d\le 32)\), or \(\frac{1}{18}(1, 5)\), or \(\frac{1}{25}(1, 14)\). They also show that \({\overline{M}}_{1, 3}\) has at least two irreducible components, both of dimension 28: the Gieseker component \(M_{1,3}\) and the component \(M_{RU}\) whose general element is a normal surface with \(K_X^2=1, p_g = 2\) and \(q=0\) with a unique \(\frac{1}{25}(1, 14)\) singularity constructed by \textit{J. Rana} and \textit{G. Urzúa} [Adv. Math. 345, 814--844 (2019; Zbl 1474.14057)].
