      Suppose that \(X\) is the prehomogeneous vector space of binary cubic forms with the standard element of \(X\) defined as \(f(x, y) = ax^3 + bx^2y + cxy^2 + dy^3\). Denote \(X^+\) the space of binary cubic forms with \(a > 0\) and \(b^2 - 3ac < 0\). Let \(\Gamma_\infty=\bigg\langle \begin{pmatrix}1 & 1 \\ 0 & 1\end{pmatrix} \bigg\rangle\) be the upper triangular unipotent elements of \(SL_2(\mathbb{Z})\). Define two invariants of the left action of \(\Gamma_\infty\) on \(X^+\): \(r_1(f) = a\) and \(r_2(f) = b^2 - 3ac\). Then a coset representative for \(\Gamma_\infty \setminus X^+\) is the set \(\{(a, b, c, d) \in {\mathbb{Z}}^4 : a > 0, 0 \leq b \leq 3a - 1, b^2 - 3ac < 0\}\). The authors prove that the two variable zeta function \[ Z(s_1,s_2)=\sum_{\substack{{f \in \Gamma_\infty \setminus X^+} \\ { r_2(s) \text{ odd, square free}}}}\frac{1}{|r_1(f)|^{s_1}|r_2(f)|^{s_2}} \] can be meromorphically continued to the whole plane \({\mathbb{C}}^2\). For the proof reduction theory, local Euler factor computations, a functional equation and convexity arguments are applied.
