The author considers a non-smooth finite-dimensional optimization problem having a generalized equation as its constraint. By using the so-called graphical derivative, several constraint qualifications are presented and their relation to stability properties is discussed. Moreover, necessary optimality conditions are stated. Finally, these results are applied to mathematical programs with equilibrium constraints.
