    In this paper the authors investigate the relative controllability of the following semilinear fractional delay systems \[ \begin{cases} & ({}^{C}D^{\alpha}_{-\vartheta^+}v)(t)=Av(t)+Bv(t-\vartheta)+f(t,v(t))+Cu(t), \quad t\in J, \quad \vartheta>0,\\ &v(t)=\psi(t), \quad -\vartheta\le t\le 0, \end{cases}\] where \(\alpha\in (0,1),\) \(A,B,C\in\mathbb{R}^{n\times n},\) \(AB=BA,\) \(v\in C^1([-\vartheta,\tau_1], \mathbb{R}^n),\) \(\psi\in C^1_0:=C^1([-\vartheta,0],\mathbb{R}^n),\) \(f\in C(J\times\mathbb{R}^n,\mathbb{R}^n),\) \(J=[0,\tau_1], \tau_1>0\) and the control function \(u(\cdot)\) takes value from \(L^2(J,\mathbb{R}^n)\). Sufficient and necessary condition is established to guarantee that linear system is relatively controllable, based on fractional delay Grammian matrix involving two parameter Mittag-Leffler type delay matrix. The controllability result is obtained via Krasnoselskii's fixed point theorem. Examples illustrating the obtained results are also presented.
