    This article is a part of attempts to investigate discrete groups \(\Gamma\) of affine transformations, which act properly discontinuously on the affine space. For the case when \(\Gamma \) acts by isometries there is the classical theorem by Bieberbach -- such a group always has an abelian subgroup of finite index. For affine groups the situation is much more difficult. There is a close connection of aforementioned investigations and some representation of algebraic groups \(G\) on finite dimensional vector spaces \(V\). In a previous paper the author proves some sufficient criterion a for a representation to be non-Milnorian, i.e. there exist a subgroup \(\Gamma\) in the affine group whose linear part is Zariski-dense in \(G\) and that acts properly discontinuously on the affine space corresponding to \(V\). A partial converse to the main theorem of this previous paper is proved here. Let \(G\) be a semisimple real Lie group with an irreducible representation \(\rho\) on a finite-dimensional real vector space \(V\), which is assumed not satisfy the criterion from the previous paper. Under some two additional assumptions on \(G\) and \(\rho\), it is proved that \(\rho\) is Milnorian. The first condition here is the main one. The other two conditions here are only simplifying assumptions, and the author hopes to remove them in the future.
