      Spaces with singularities such as stratified pseudo-manifolds can manifest Poincaré duality for coefficients in a field, but fail to do so for coefficients in a ring. This paper addresses the issue. Specifically the authors establish a pre-duality between two complexes. The first is a linear dual of intersection cohomology based on locally finite chains. The second arises from what the authors call blown up cohomology where the simplexes are themselves filtered. The obstruction to this giving a Poincaré duality is the homology of a complex called the peripheral complex which can be defined directly as a mapping cone. The paper concludes with a generous set of examples illustrating the results.
