Let \(X\) be a compact symplectic manifold. Assume that \(K\) is a compact Lie group, and that there is a Hamiltonian action of \(K\) on \(X\) with moment map \(\mu\). If we fix a \(K\)-invariant inner product on (the dual of) the Lie algebra of \(K\), the normsquare \(\| \mu\|^2\) leads to a Morse stratification of \(X\) by invariant symplectic submanifolds \(\{S_\beta\}\). When \(X\) can be seen as a projective variety embedded into a complex projective space and the action of \(K\) on \(X\) can be extended to the complexification \(K_{\mathbb{C}}\) of \(K\), the open stratum \(S_0\) coincides with the subset of semistable points on \(X\), in the GIT sense. This induces an identification of the symplectic manifold \(\mu^{-1}(0)/K\) obtained by Marsden-Weinstein reduction with the spaces \((\mu^{-1}(0)\cap S_0)/K\) and \(X/\!\!/K_{\mathbb{C}}\). The goal of this article is to define an analogous quotient for each stratum \(S_\beta\), which turns out to be a compact stratified symplectic space as stated in Theorem 5.1. The main technical tools are non-reductive GIT [\textit{G. Bérczi} et al., J. Topol. 11, No. 3, 826--855 (2018; Zbl 1420.14106)] and symplectic implosion [the author, Prog. Math. 292, 213--256 (2011; Zbl 1256.14048)] in the presence of a graded unipotent radical. In the last section, the author sketches how to adapt the argument in the infinite-dimensional case where one uses the Yang-Mills functional as a Morse function.
