Let \(c\colon\mathbb{N}\times X\to G\) be a cocycle over a semi-flow (action of \(\mathbb{R}_{+}\) on a \(\sigma\)-finite measure space \(X\)) taking values in a locally compact Polish abelian group \(G\). The local limit theory of such cocycles is studied here, and the main results give conditions under which various local limit theorem hold. The methods used develop an understanding of mixing properties of the skew-product semi-flow associated to the cocycle \(c\), finding in particular conditions that guarantee conditional rational weak mixing of the skew-product. An application of these results to the geodesic flow on a cyclic cover of a compact hyperbolic surface is given.
