The authors consider topological events that depend only on the topology of the level sets of Gaussian fields on manifolds. They derive a covariance formula for the class of such events and apply it to obtain strong mixing bounds for topological events. In addition, lower concentration inequalities are given for additive topological functionals of the level sets that satisfy a law of large number. The obtained results provide a justification of the Harris conjecture, that describes the boundary of the percolation university class for level sets of stationary Gaussian fields. The paper extends the techniques and results of \textit{A. Rivera} and \textit{H. Vanneuville} [Ann. Inst. Henri Poincaré Probab. Stat. 55, 1679--1711. (2019; Zbl 1448.60190)] to arbitrary topological events and to higher dimensions.
