The object of the paper are the regular topological spaces \(X\) in which there exists a metric \(d\) related to the topology in the following way: for every nonempty open subset \(U \subseteq X\) and for every \(\epsilon > 0\) there exists a nonempty open subset \(V \subseteq U\) with \(d\)-diameter less than \(\epsilon\). These are called spaces with fragmentable open sets. A large class of spaces \(\mathcal{L}\) is described and analyzed. This is also related to topological games on some completely regular spaces, and their corresponding winning strategies.
