    The main result of this interesting paper is the following. Theorem. If a topological manifold admits a topological flow with a finite hyperbolic chain recurrent set then it admits a Morse function whose set of critical points coincides with the chain recurrent set of this flow. The existence of Morse functions on smooth manifolds is well known, but for topological manifolds it is still open [\textit{M. Morse}, J. Anal. Math. 7, 189--208 (1959; Zbl 0096.30603)]. The Morse function is constructed as a Lyapunov function whose set of critical points is the chain recurrent set of the flow. This Lyapunov function is called the energy function.
