    Let \(\mathcal{R}\) be a small preadditive category, and let \(\mathrm{Mod}\)-\(\mathcal{R}\) be the category of contravariant functors from \(\mathcal{R}\) to the category of abelian groups. Suppose that \(\mathrm{Mod}\)-\(\mathcal{R}\) is locally Noetherian (that is, subobjects of finitely generated objects are finitely generated as well). Let \(FI\) be the category of finite sets and injections, and let \(FI_{\mathcal{R}}\) be the category of functors from \(FI\) to \(\mathrm{Mod}\)-\(\mathcal{R}\). The paper mainly considers torsion theories in \(FI_{\mathcal{R}}\). More precisely, given a torsion theory \((\mathcal{T}, \mathcal{F})\) in \(\mathrm{Mod}\)-\(\mathcal{R}\), the author considers finitely generated \(FI\)-modules and shift finitely generated \(FI\)-modules, constructs a few torsion classes in \(FI_{\mathcal{R}}\), and explicitly describes objects in these torsion classes. Furthermore, the author gives inductive descriptions of finitely generated objects and shift finitely generated objects in \(FI_{\mathcal{R}}\), extending corresponded results of \textit{T. Church} et al. [Duke Math. J. 164, No. 9, 1833--1910 (2015; Zbl 1339.55004)] for \(FI\)-modules when \(\mathcal{R}\) is taken to be a commutative ring (viewed as a preaddtivie category of one object).
