A subset \(X\) of the \(d\)-dimensional Euclidean space is called a Delone set with parameters \(r\), \(R\) where \(r>0\) and \(R>0\) if each open \(d\)-ball of radius \(r\) contains at most one point of \(X\) and each closed \(d\)-ball of radius \(R\) contains at least one point of \(X\). \(r\) and \(R\) are assumed to be, respectively, the largest and smallest possible numbers satisfying these properties. A Delone set \(X\) in \(\mathbb{R}^d\) is regular if its symmetry group \(S(X)\) acts transitively on \(X\), thus being the orbit of any point of \(X\) under the symmetry group \(S(X)\). The regularity radius is the smallest positive number \(\rho\) such that each Delone set \(X(r,R)\) in \(\mathbb{R}^d\) with equivalent point clusters of radius \(\rho\) is regular. In 1976, \textit{B. N. Delone} and his students proved the Local Criterion for Regular Systems [Sov. Math., Dokl. 17, 319--322 (1976; Zbl 0338.50007); translation from Dokl. Akad. Nauk SSSR 227, 19--21 (1976)]. The exact values of the regularity radius are known for dimensions 1 and 2: \(\rho_1=2R\) and \(\rho_2=4R\). In the paper under review, the proof of the upper bond of regularity radius for dimension 3 \(\rho_3 \le 10R\) is completed. For the completion of this proof the results obtained earlier were used and the missing cases were added.
