    Let \(\left( M,F\right) \) be a Finsler manifold. Then \(\left( M,F\right) \) is called \textit{g.o.} if each constant speed geodesic in \(M\) is the orbit of a one-parameter subgroup. A \textit{flag triple} in \(M\) is a triple \(\left( x,y,\mathbf{P}\right) \) where \(x\in M\), the \textit{flag} \(\mathbf{P}\) is a plane in \(T_{x}M\) and the \textit{flag pole} \(y\) is a non-zero vector in \(\mathbf{P}\). Then the flag curvature is \[ K^{F}\left( x,y,\mathbf{P}\right) =\frac{\left\langle R_{y}^{F} u,u\right\rangle _{y}^{F}}{\left\langle y,y\right\rangle _{y}^{F}\left\langle u,u\right\rangle _{y}^{F}-\left\langle y,u\right\rangle _{y}^{F}\left\langle y,u\right\rangle _{y}^{F}}, \] where \(R_{y}^{F}:T_{x}M\rightarrow T_{x}M\) is the Riemann curvature and \(u\neq0\) is any vector in \(\mathbf{P}\) such that \(\mathbf{P=} \operatorname*{Span}\left\{ y,u\right\} \). The author says that the Finsler manifold \(\left( M,F\right) \) is \textit{flagwise positively curved}, or satisfies \textit{(FP) condition}, if for every \(x\in M\) and any flag \(\mathbf{P}\) in \(T_{x}M\), there is \(y\in\mathbf{P,}\) \(y\neq0\) such that \(K^{F}\left( x,y,\mathbf{P}\right) >0\). The author's main theorem (Theorem 1.3) states that if \(\left( M,F\right) \) is a connected g.o. Finsler manifold with \(\dim\left( M\right) >1\) which has non-negative flag curvature and satisfies the (FP) condition, then \(M\) is compact. If \(M=G/H\) where \(G\) is quasi-compact, then the folowing rank inequality holds \(\operatorname*{rk}\mathfrak{g\leq}\operatorname*{rk} \mathfrak{h}+1\), where \(\mathfrak{g}\) and \(\mathfrak{h}\) are the Lie algebras of \(G\) and \(H\), respectively.
