    The classical Bertini Theorem asserts that if \(X\subset \mathbb{P}_{k}^{m}\) is a nonsingular algebraic variety in the projective space \(\mathbb{P} _{k}^{m}\) of dimension \(m\) over an algebraically closed field \(k\) then for generic hyperlane \(H\subset \mathbb{P}_{k}^{m}\) the intersection \(X\cap H\) is also nonsingular. The authors give an effective version of this theorem. Namely, for \(k\) of characteristic zero they effectively indicate (construct) a finite family of hyperplanes \(H_{1},\ldots ,H_{l}\) ``good'' for any nonsingular \(X\) of fixed dimension \(q\) and degree \(d.\) It means that for any such \(X\) there exists at least one of \(H_{i}\) such that \(X\cap H_{i}\) is nonsingular.The number \(l\) depends only on \(m,q,d.\) As an application the authors give effective formulas for the multiplicity and the Łojasiewicz exponent of polynomial mappings.
