A. T. Fomenko formulated a fundamental conjecture concerning the realization of integrable Hamiltonian systems by integrable billiards, see [\textit{A. T. Fomenko} and \textit{V. V. Vedyushkina}, Russ. J. Math. Phys. 26, No. 3, 320--333 (2019; Zbl 1459.37044)] for a review. In this paper, the authors consider a local version of Fomenko's conjecture, and it is proved that billiard systems realize arbitrary numerical marks of Fomenko-Zieschang invariants. The conclusion is that numerical marks are not a priori a topological obstacle to the realization of the Liouville foliation of integrable systems by billiards. These results clarify some of the aspects related to the original conjecture by A. T. Fomenko.
