    Cardy algebras were introduced first by Kong in 2008 in the context of open/closed rational conformal field theory (RCFT) and since then have been intensively studied by Kong and collaborators. This is the second part of a work consisting of two articles. For Part I see [the authors, Commun. Math. Phys. 292, No. 3, 871--912 (2009; Zbl 1214.81251)]. The RCFT is required to satisfy a so-called \(V\)-invariant boundary condition. The separation of the complex-analytic data of an open/closed RCFT from the combinatoric data has already previously been emphasized in the literature. The key tool for formulating the combinatoric part is the 3-dimensional topological field theory is provided by the modular tensor category \(C_V\). The combinatoric all-genus factorisation and modular invariance for \(C_V\) are formulated in terms of a solution to the sewing constraints. It has been proved before that every solution to the sewing constraints comes from a simple symmetric Frobenius algebra, provided four conditions are satisfied: (1) there is a unique closed-string vacuum, (2) the 2-point disc amplitude is non-degenerate, (3) the 2-point sphere amplitude is non-degenerate, (4) the quantum dimension of the open-string sector in non-zero. The present setting describes a more general situation, where the conditions (1)--(4) are not required. Then it is no longer true that all solutions to the sewing constraints are obtained from a simple special symmetric Frobenius algebra. In this general situation, one has to work with Cardy algebras.
