    The idea of minimal multiplicity started by a result of \textit{S. S. Abhyankar} [Am. J. Math. 89, 1073--1077 (1967; Zbl 0159.33202)] over maximal ideals. After that for a local Cohen-Macaulay ring \(R\) of dimension \(d\), \textit{G. Valla} [J. Algebra 58, 247--250 (1979; Zbl 0428.13010)] and \textit{S. Goto} [J. Pure Appl. Algebra 152, No. 1--3, 93--107 (2000; Zbl 0979.13021)] independently extended the idea of minimal multiplicity in terms of minimal reduction for ideals of definition. In this sense minimal multiplicity or Goto-minimal multiplicity provides either Cohen-Macaulayness or sufficient depth for \(\mathcal{G}(I)\) or \(\mathcal{F}(I)\). More recently \textit{C. Polini} and \textit{Y. Xie} [J. Algebra 379, 31--49 (2013; Zbl 1285.13007)] have generalized the idea of Valla for ideals of maximal analytic spread provided the new notion of minimal \(j\)-multiplicity, which is the analogue of (Valla) minimal multiplicity. Recall that, \(j\)-multiplicity is the normalized coefficient of Hilbert polynomial of \(\mathrm{H}^0_{m\mathcal{G}(I)}(\mathcal{G}(I))\) in degree \(d-1\), i.e., \[ j(I)=(d-1)! \lim_{n\rightarrow \infty} \frac{\lambda(\mathrm{H}^0_m(I^n/I^{n+1}))}{n^{d-1}}. \] Note that \(j(I)\neq 0\) if and only if \(I\) is of maximal analytic spread, namely \(\ell(I)=\dim(R)=d\). In the paper under review, the author introduces (almost) Goto-minimal \(j\)-multiplicity to study Cohen--Macaulayness of special fiber under a certain residual intersection assumptions, \(\mathrm{G}_s\) and \(\mathrm{AN}^{-}_{s-2}\) where \(s=\ell(I)\). Specifically besides an intersection property a criteria is given for Cohen-Macaulayness of fiber cone of \(I\) when \(\mathcal{G}(I)\) or \(\mathcal{R}(I)\) obtains a sufficient depth. In the case of Goto-minimal multiplicity or Goto minimal \(j\)-multiplicity when \(I\) satisfies sliding depth condition for consecutive powers of \(I\) the following are equivalent: \(\bullet\) \(\mathcal{R}(I)\) is Cohen-Macaulay. \(\bullet\) \(\mathcal{G}(I)\) is Cohen-Macaulay. \(\bullet\) \(\mathcal{F}(I)\) is Cohen-Macaulay and \(a(\mathcal{F}(I))\leq -\mathrm{grade}(I)+1\). Moreover in this criteria an upper bound for the reduction number of \(I\) is obtained. In section 5 it is shown that how almost Goto-minimal \(j\)-multiplicity controls depth of \(\mathcal{F}(I)\). In section 6 a family of ideals of Goto-minimal \(j\)-multiplicity is exhibited supporting the related theorems.
