    Several results about the relation between the (quasi-)reflexivity of a Banach space \(X\) with a Schauder basis and the existence of power bounded non-mean ergodic operators on \(X\) were proved in the important paper by \textit{V. P. Fonf} et al. [J. Funct. Anal. 187, No. 1, 146--162 (2001; Zbl 1017.46007)]. Their work was continued in the setting of Fréchet spaces by \textit{A. A. Albanese}, \textit{W. J. Ricker} and the reviewer in [Ann. Acad. Sci. Fenn., Math. 34, No. 2, 401--436 (2009; Zbl 1194.47012)], characterizing reflexive and Montel Fréchet spaces. The author of the paper under review complemented these results in [J. Math. Anal. Appl. 361, No. 1, 224--233 (2010; Zbl 1190.46003)], obtaining a characterization of non-reflexive Fréchet spaces \(E\) with a basis that are quasi-reflexive of order one (i.e., \(E\) has codimension one in its bidual \(E''\)) in terms of the existence of power bounded operators \(T\) which are not mean ergodic in the space \(E\) or such that the transpose \(T'\) is not mean ergodic in the dual \(E'\). In this paper, the author shows that a non-reflexive barrelled complete locally convex space \(X\) with a Schauder basis is quasi-reflexive of order one if and only if every equicontinuous, uniformly continuous \(C_0\)-semigroup \((T(t))\) satisfies that either \((T(t))\) is mean ergodic on \(X\) or \((T(t)')\) is mean ergodic in \(X'\).
