    Given a commutative ring \(A\) and a collection of prime ideals \(\mathcal{P}\), the author defines a new ring, the Nagata ring \(\mathrm{Na}(A,\mathcal{P})\). He then demonstrates an intricate relationship between studying global properties of this ring and local properties of \(A\) relative to \(\mathcal{P}\). The article takes inspiration from well known results in commutative algebra such as \(A\) is Noetherian if (1) \(A_P\) is a Noetherian local ring for any maximal ideal \(P\) and (2) for any finitely generated ideal \(I\), the set of weak associated ideals \(\mathrm{Ass}_f(A/I)\) is finite. Also, a domain \(D\) is a Krull domain if (1) \(\{D_P \mid P \in \text{Spec}(D) \text{ and ht}(P)=1\}\) is a set of discrete valuation domains and (2) \(D=\bigcap \{D_P \mid P \in \text{Spec}(D) \text{ and ht}(P)=1\}\) has finite character. The author uses the more general unifying concept of hereditary torsion theory to try to achieve similar results for other properties of commutative rings. Given a set of prime ideals of a commutative ring \(A\) and a hereditary torsion theory \(\sigma\), the Nagata ring of \(A\) is isomorphic to the Nagata ring of the localization \(A_\sigma\) of \(A\). From here the author is able to attain several different characterizations of many well studied properties of commutative rings: (1) ascending chain condition, (2) Krull dimension, (3) Krull domains, (4) Cohen-Macaulay and (5) Gorenstein.
