    In this article, conditions are given on the illuminations \(\varphi_i\) such that the solutions to Maxwell's equations \(\mathrm{curl} E^i=\mathrm{i}\omega\mu H^i\) in \(\Omega\), \(\mathrm{curl} H^i=-\mathrm{i}(\omega\epsilon+\mathrm{i}\sigma) E^i\) in \(\Omega\), and \(E^i\times \nu=\varphi_i\times \nu\) on \(\partial \Omega\) satisfy certain non-zero qualitative properties inside a given domain \(\Omega\). It is assumed that a finite number of frequencies \(\omega\) are chosen in a fixed range. The author constructs the illuminations explicitly. It is noteworthy that this theory finds applications in a variety of hybrid imaging problems, where unknown parameters have to be imaged from internal measurements. The author discusses some of these examples. The article is an extension of a previous work of the author [Inverse Probl. 29, No. 11, Article ID 115007, 25 p. (2013; Zbl 1288.35204)], where the Helmholtz equation was studied.
