Let \(p,q\in (1,+\infty)\), \(\frac{1}{p}+\frac{1}{q}=1\) and \(u=\{u_{i}\}_{i=1}^{\infty}\), \(v=\{v_{i}\}_{i=1}^{\infty}\) be positive sequences. The author considers the following inequality \[ \left( \sum_{i=1}^{\infty}u_{i} \left( \sum_{j=1}^{i} a_{i,j} f_{j}\right)^{q}\right)^{\frac{1}{q}} \leq C \left( \sum_{i=1}^{\infty} v_{i}f_{i}^{p}\right)^{\frac{1}{p}} \] on the cone of non-negative and non-increasing sequences \(f=\{f_{i}\}_{i=1}^{\infty}\) if the right hand side is finite, where \(C\) is a positive constant independent of \(f\) and \((a_{i,j})\). She gives an equivalent condition for \((a_{i,j})\) and \(C\) so that the above inequality holds. This condition is weaker than the known conditions in many papers, for example [\textit{Zh. A. Taspaganbetova}, Eurasian Math. J. 3, No. 4, 137--146 (2012; Zbl 1272.26027)].
