\textit{D. V. Treshchev} [Regul. Khaoticheskaya Din. 2, No. 3--4, 9--20 (1997; Zbl 0923.34048)] established a continuous averaging method to estimate sharp constants in the exponentially small splitting problems in Hamiltonian systems with one and a half degrees of freedom. The paper under review develops Treschev's continuous averaging method to obtain a sharp normal form theorem and uses it to derive an improved local stability theorem in a small neighbourhood of a periodic orbit. As a consequence, the author gives a new proof of the Nekhoroshev theorem, and presented explicit estimates of the stability constants appearing in the Nekhoroshev theorem.
