    In this paper the author develops many interesting relationships between relative surgery invariants, the Browder-Livesay invariant, linking invariants, and the Rochlin invariant of a compact oriented spin 3- manifold. Several useful formulas for computing the Rochlin invariant are presented. The author then uses this development to classify free involutions on \(S^ 4\) and \(S^ 5\) in terms of invariant 3-manifolds. Furthermore, the author relates the Rochlin invariant of a \({\mathbb{Z}}/2{\mathbb{Z}}\)-homotopy 3-sphere with free involution to its Browder- Livesay invariant - a problem first posed by \textit{W. P. Neumann} and \textit{F. Raymond} [Lect. Notes Math. 664, 163-196 (1978; Zbl 0401.57018)]. These two numbers were shown to be equal for \({\mathbb{Z}}\)-homology spheres by \textit{T. Yoshida} [Math. J. Okayama Univ. 22, 91-106 (1980; Zbl 0444.57002)].
