Using spectral results for matrices partitioned into higher order blocks, not all being necessarily square, sufficient conditions on a given list to be the list of eigenvalues of a nonnegative matrix are formulated and proved. Then the corresponding matrix is constructed. In addition, spectral results for symmetric matrices are obtained. Finally, a generalized result on Guo perturbations for permutative matrices on given lists is derived.
