Let \(H_0\) be a self-adjoint operator in a Hilbert space which is semi-bounded from below. Let \(V\) be a multiplication operator and regard it as a perturbation of \(H_0\). The author assumes a certain condition on \(V\), from which it follows that the self-adjoint operator \(H=H_0+V\) can be defined as the form sum. Let \(\varphi: \mathbb{R} \to \mathbb{R}\) be a continuous function vanishing at infinity. For \(\delta>0\), let \(\varphi_{\delta}(\cdot)=\varphi(\cdot/\delta)\). The author deals with the following function of the self-adjoint operators \(H_0, H\): \[ A(\delta)=\varphi_{\delta}\left( H-\lambda \right)-\varphi_{\delta}\left( H_0-\lambda \right), \] where \ \(\lambda\) is in the absolutely continuous spectrum of \(H_0\). The author shows that as \(\delta \downarrow 0\), the spectrum of \(A(\delta)\) converges to a set explicitly given both by the eigenvalues of the scattering matrix for the pair \(H_0, H\) and by the singular values of the Hankel operator with the symbol \(\varphi\). The result is applied to the Schrödinger operator \(-\Delta+V\) with \[ \left| V(x) \right| \leq C\left( 1+|x| \right)^{-\rho},\quad \rho>1, \quad C>0, \quad x \in \mathbb{R}^d. \]
