The notion of a second-order directional derivative introduced by \textit{A. Ben-Tal} and \textit{J. Zowe} [Math. Program. Study 18, 39-76 (1982; Zbl 0494.49020)] and a generalization of this notion by \textit{J.-P. Penot} [``Generalized higher order derivatives and higher order optimality conditions'', preprint, Univ. de Pau, 1985] are used to state new second- order necessary optimality conditions for a nonsmooth nonlinear programming problem with a finite number of inequality and equality constraints. It is assumed that all the functions appearing in the problem are locally Lipschitzian; the assumptions concerning the existence of first- and second-order directional derivatives are weaker than those adopted in some earlier papers.
