    [For part I cf. ibid. 26, No.4, 829-836 (1989; Zbl 0709.20011).] Let G be a finite group. We let m(B,P) denote the multiplicity of the p- subgroup P as a lower defect group for the p-block B of G. If this multiplicity is non-zero, then P is contained (up to conjugacy) in a defect group of B. The main result is: Theorem: Let G be a p-solvable group and B a p-block of G with abelian defect group D. Let b be a p- block of \(C_ G(D)\) with \(b^ G=B\). For each subgroup P of D \(m(b^{N(P)},P)=m(b^{N(P)\cap N(D)},P)\). A similar formula holds for the p-regular multiplicities. The methods of proof are character theoretic. The main result is compatible with a conjecture of Broué and the author also lists some consequences.
