    For \(\alpha >0\) let k be the integer so that \(k-1\leq \alpha <k\). For \(p>0\), the Besov space \(B^ p_{\alpha}\) is the set of holomorphic functions f on the unit disc U for which \[ \| f\|^ p_{p,\alpha}=\int_{U}| f^{(k)}(z)|^ p(1-| z|)^{p(k-\alpha)-1}dm(z)<\infty. \] It is assumed that \(1-p\alpha >0\). In [Sov. Math. Dokl. 29, 407-410 (1984; Zbl 0595.30046)], \textit{I. Verbitskij} characterized those inner functions \(B\in MB^ p_{\alpha}\), i.e., for which \(Bf\in B^ p_{\alpha}\) for all \(f\in B^ p_{\alpha}\), \(p\geq 1\). In the present paper, the authors consider the case \(0<p\leq 1\). The main result of the paper is as follows: Suppose \(0<p\leq 1\), \(1/(1+\alpha)<p<1/\alpha\), and B is an inner function. Then \(B\in MB^ p_{\alpha}\) if and only if B is a Blaschke product whose zeros \(\{a_ k\}\) satisfy \[ \sum_{a_ k\in S(I)}(1-| a_ k|)^{1-\alpha p}\leq C| I|^{1-\alpha p},\quad all\quad I, \] where for an arc I, \(S(I)=\{re^{i\theta}:\) \(1-| I| \leq r<1\), \(e^{i\theta}\in I\}\).
