In this paper, the notion of non projective Frobenius algebras and their application to linear codes are developed. The usual definition of a Frobenius algebra is extended by removing the projectivity technical requirement: ``an algebra \(R\) over a commutative Frobenius ring \(K\) is said to be non projective Frobenius if it is finitely generated as \(K\)-module and there exists a certain non degenerate \(K\)-bilinear form.'' It is shown that an \(R\)-algebra over a commutative Frobenius ring \(K\), which is also finitely generated as a \(K\)-module is a Frobenius ring if and only if \(R\) is a non-projective Frobenius \(K\)-algebra. Some well-known equivalent conditions used to characterize finite Frobenius ring are extended and the generating character is generalized by introducing the notion of Frobenius functional. It is illustrated that a Frobenius \(K\)-algebra is non projective Frobenius but a non projective Frobenius algebra need not be projective over its commutative base Frobenius ring. A method for constructing new finite Frobenius rings from skew polynomial rings is described. Some main results of [\textit{S. Szabo} and \textit{J. A. Wood}, J. Algebra Comb. Discrete Struct. Appl. 4, No. 2, 105--113 (2017; Zbl 1423.94156)] are analyzed. Results on annihilators associated to a non degenerate bilinear form from a finite Frobenius ring to a non projective algebra are extended and it is deduced that a non projective algebra over a Frobenius commutative ring is a quasi-Frobenius ring. Bilinear forms defined on modules over non-projective Frobenius algebras are described and are used to develop a general version of MacWilliams identity.
